• รัฐบาล สปป. ลาว คาดโครงการก่อสร้างทางรถไฟลาว – จีน จะเสร็จเร็วกว่ากำหนด

  โครงการก่อสร้างทางรถไฟลาว - จีน เป็นโครงการที่เกิดจากความร่วมมือระหว่างรัฐบาล สปป. ลาวและรัฐบาลจีน โดยรัฐบาล สปป. ลาว ได้ถือหุ้นในโครงการฯ ร้อยละ 30  และรัฐบาลจีนถือหุ้นร้อยละ 70 โครงการดังกล่าวจะดำเนินการก่อสร้างทางรถในแขวงบ่อเต็น แขวงหลวงน้ำทา แขวงอุดมไซย แขวงหลวงพระบาง แขวงเวียงจันทน์ และนครหลวงเวียงจันทน์ รวมระยะทางทั้งสิ้น 414,332 กิโลเมตร และมีสถานีรถไฟทั้งหมด32 สถานี โดยทางรถไฟดังกล่าวจะรองรับรถไฟฟ้าความเร็ว 160 กิโลเมตรต่อชั่วโมง การลงทุนโครงการดังกล่าวมีมูลค่าทั้งหมด 6 พันล้านดอลลาร์สหรัฐ ปัจจุบันโครงการก่อสร้างทางรถไฟลาว – จีน มีความคืบหน้าร้อยละ 33.7 ซึ่งเร็วกว่าแผนที่คาดไว้ร้อยละ 4 และคาดว่าจะพร้อมเปิดให้บริการได้ภายในปี 2021

          สถานเอกอัครราขทูต ณ กรุงเบอร์ลิน ร่วมกับกรมยุโรป กระทรวงการต่างประเทศ จัดการสัมมนา Green and Innovative Economy ในหัวข้อ Digital Agenda ของเยอรมนีกับโอกาสทางธุรกิจของไทย เมื่อวันที่ 21 กันยายน 2560 ณ โรงแรมดุสิตธานี กรุงเทพมหานคร เพื่อเป็นเวทีในการแลกเปลี่ยนประสบการณ์แนวทางการพัฒนาเศรษฐกิจดิจิทัลทั้งในเชิงนโยบายและมาตรการที่รัฐจะสามารถให้การสนับสนุนผู้ประกอบการดิจิทัล ประสบการณ์และแนวคิดการประกอบธุรกิจดิจิทัลให้สำเร็จ ตั้งแต่ระดับอุตสาหกรรมไปจนถึงระดับ SMEs และ start-ups ซึ่งรวมถึง start-ups ที่เป็นผู้ใช้เครื่องมือดิจิทัลในการประกอบธุรกิจและ tech start-ups อาทิ การสร้าง platform ออนไลน์ การบริหารและวิเคราะห์ big data การสร้าง digital marketplace สำหรับ SMEs <br />
      ในการสัมมนาในครั้งนี้ สถานเอกอัครราชทูต ณ กรุงเบอร์ลิน ได้เชิญผู้เชี่ยวชาญชาวเยอรมัน 2 คน จากภาครัฐและเอกชนมาร่วมเป็นวิทยากร ได้แก่ Dr. Christina Schmidt-Holtmann ผู้เชี่ยวชาญด้านนโยบายส่งเสริมเศรษฐกิจดิจิทัล จากกระทรวงเศรษฐกิจและพลังงานของเยอรมนี และนาย Lutz Haase ผู้ก่อตั้งและผู้บริหาร FTWK ซึ่งเป็น start-up ด้านบริการสุขภาพที่ประสบความสำเร็จจนกลายเป็นผู้สนับสนุนเงินทุนแก่ start-ups รายใหม่ ๆ นอกจากนี้ สถานเอกอัครราชทูตฯ ยังได้เชิญผู้ทรงคุณวุฒิ ได้แก่ ดร. ขัติยา ไกรกาญจน์ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย Ms. Atsuko Okuda ผู้เชี่ยวชาญด้านโครงสร้างพื้นฐานดิจิทัล คณะกรรมการเศรษฐกิจและสังคมแห่งเอเชียและแปซิฟิก องค์การสหประชาชาติ (UNESCAP) นาย Carl van der Elst ผู้อำนวยการภูมิภาคอาเซียน ธนาคาร Deutsche Bank และ อ. ดนัยรัตน์ ธนบดีธรรมจารี ผู้อำนวยการด้านยุทธศาสตร์ด้าน digital transformation บริษัท SAP (Thailand) จำกัด มาร่วมเป็นวิทยากรและร่วมการเสวนาด้วย<br />
      ในโอกาสนี้ นายรัชดา จิวาลัย รองอธิบดีกรมยุโรป ในฐานะผู้แทนเอกอัครราชทูต ณ กรุงเบอร์ลิน ได้กล่าวว่า เศรษฐกิจดิจิทัลและอุตสาหกรรม 4.0 เป็นเครื่องมือสำคัญในการพัฒนาเศรษฐกิจไทยตามแนวคิด Thailand 4.0 โดยนอกจากจะช่วยยกระดับขีดความสามารถในการแข่งขันแก่ผู้ประกอบการไทยในทุกขนาดแล้ว ยังสามารถที่จะกระจายโอกาสและรายได้ไปสู่กลุ่มประชาชนที่มีรายได้น้อยและวิสาหกิจชุมชนในชนบทไดhด้วยการใช้ เทคโนโลยีดิจิทัลเพื่อยกระดับการให้บริการสาธารณสุข (telemedicine) การให้การศึกษาทางไกล การให้บริการภาครัฐออนไลน์ (e-government) การพัฒนา e-commerce เชิ่มโยงพื้นที่ห่างไกลเข้ากับตลาด การส่งเสริม digital and smart farming เพื่อเพิ่มประสิทธิภาพการทำการเกษตร เป็นต้น ในขณะที่ไทยและเยอรมนีต่างก็เผชิญความท้าทายร่วมกันในโลกยุคดิจิทัล และผู้ประกอบการทั้งสองฝ่ายต่างมีความเข้มแข็งและความพร้อมที่จะร่วมมือกันได้ โดยเฉพาะระหว่างผู้ประกอบการไทยในระดับต่าง ๆ กับ tech start-up เยอรมัน ที่มีผลิตภัณฑ์ดิจิทัลที่น่าสนใจ ด้วยเหตุนี้ เศรษฐกิจดิจิทัลและอุตสาหกรรม 4.0 เป็นประเด็นความร่วมมือระหว่างไทยกับเยอรมนีที่สถานเอกอัครราชทูตฯ มุ่งหวังที่จะพัฒนาให้ก้าวหน้าต่อไปในอนาคต ซึ่งแนวคิดดังกล่าวสอดคล้องกับคำกล่าวของนาย Peter Prügel เอกอัครราชทูตสหพันธ์สาธารณรัฐเยอรมนีประจำประเทศไทย ที่ย้ำว่า เศรษฐกิจดิจิทัลและอุตสาหกรรม 4.0 จะเป็นประเด็นความร่วมมือทางเศรษฐกิจใหม่อีกประเด็นหนึ่งที่ฝ่ายเยอรมันพร้อมให้การสนับสนุน โดยเฉพาะอย่างยิ่งในด้านการแลกเปลี่ยนประสบการณ์และการสร้างเครือข่ายทางธุรกิจระหว่างผู้ประกอบการของทั้งสองฝ่าย<br />
      การสัมมนาดังกล่าวประสบความสำเร็จเป็นอย่างดี โดยได้รับความสนใจอย่างมากจากผู้ประกอบการชาวไทย ทั้งที่เป็น start-ups และ tech start-ups ผู้ที่มีส่วนเกี่ยวข้องกับการใช้เทคโนโลยีดิจิทัลในองค์กร และตัวแทนภาครัฐมากกว่า 100 คน โดยใช้เวลาในช่วงถามตอบมากกว่า 1 ชม. ในการนี้ ผู้เชี่ยวชาญจากเยอรมนีทั้ง 2 คน ได้แสดงความเชื่อมั่นถึงศักยภาพและโอกาสของภาคธุรกิจดิจิทัลของไทยที่มีความตื่นตัวในการสร้างและปรับใช้เทคโนโลยีดิจิทัลในการประกอบธุรกิจ และได้เสนอแนะให้ภาครัฐและเอกชนไทยมุ่งเน้นการสร้างเครือข่ายระหว่างผู้ประกอบการด้วยกัน ระหว่างผู้ประกอบการและลูกค้า และระหว่างรัฐและเอกชนเพื่อให้รัฐสามารถออกมาตรการสนับสนุนเอกชนได้อย่างทันท่วงที เพราะในยุคดิจิทัลผู้ที่จะได้รับประโยชน์อาจจะไม่ใช่ผู้ประกอบการรายใหญ่หรือผู้เป็นเจ้าของเทคโนโลยีแต่จะเป็นผู้ประกอบการที่สามารถปรับตัวได้อย่างรวดเร็วให้เข้ากับสภาพตลาดที่เปลี่ยนแปลงไป โดยใช้เทคโนโลยีดิจิทัลที่มีอยู่ควบคู่ไปกับการหารูปแบบในการประกอบการ (business model) ที่ทันสมัยอยู่เสมอ<br />

• สถานเอกอัครราขทูต ณ กรุงเบอร์ลิน จัดการสัมมนาเพื่อส่งเสริมหุ้นส่วนทางธุรกิจดิจิทัลกับเยอรมนี

          สถานเอกอัครราขทูต ณ กรุงเบอร์ลิน ร่วมกับกรมยุโรป กระทรวงการต่างประเทศ จัดการสัมมนา Green and Innovative Economy ในหัวข้อ Digital Agenda ของเยอรมนีกับโอกาสทางธุรกิจของไทย เมื่อวันที่ 21 กันยายน 2560 ณ โรงแรมดุสิตธานี กรุงเทพมหานคร เพื่อเป็นเวทีในการแลกเปลี่ยนประสบการณ์แนวทางการพัฒนาเศรษฐกิจดิจิทัลทั้งในเชิงนโยบายและมาตรการที่รัฐจะสามารถให้การสนับสนุนผู้ประกอบการดิจิทัล ประสบการณ์และแนวคิดการประกอบธุรกิจดิจิทัลให้สำเร็จ ตั้งแต่ระดับอุตสาหกรรมไปจนถึงระดับ SMEs และ start-ups ซึ่งรวมถึง start-ups ที่เป็นผู้ใช้เครื่องมือดิจิทัลในการประกอบธุรกิจและ tech start-ups อาทิ การสร้าง platform ออนไลน์ การบริหารและวิเคราะห์ big data การสร้าง digital marketplace สำหรับ SMEs <br />
      ในการสัมมนาในครั้งนี้ สถานเอกอัครราชทูต ณ กรุงเบอร์ลิน ได้เชิญผู้เชี่ยวชาญชาวเยอรมัน 2 คน จากภาครัฐและเอกชนมาร่วมเป็นวิทยากร ได้แก่ Dr. Christina Schmidt-Holtmann ผู้เชี่ยวชาญด้านนโยบายส่งเสริมเศรษฐกิจดิจิทัล จากกระทรวงเศรษฐกิจและพลังงานของเยอรมนี และนาย Lutz Haase ผู้ก่อตั้งและผู้บริหาร FTWK ซึ่งเป็น start-up ด้านบริการสุขภาพที่ประสบความสำเร็จจนกลายเป็นผู้สนับสนุนเงินทุนแก่ start-ups รายใหม่ ๆ นอกจากนี้ สถานเอกอัครราชทูตฯ ยังได้เชิญผู้ทรงคุณวุฒิ ได้แก่ ดร. ขัติยา ไกรกาญจน์ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย Ms. Atsuko Okuda ผู้เชี่ยวชาญด้านโครงสร้างพื้นฐานดิจิทัล คณะกรรมการเศรษฐกิจและสังคมแห่งเอเชียและแปซิฟิก องค์การสหประชาชาติ (UNESCAP) นาย Carl van der Elst ผู้อำนวยการภูมิภาคอาเซียน ธนาคาร Deutsche Bank และ อ. ดนัยรัตน์ ธนบดีธรรมจารี ผู้อำนวยการด้านยุทธศาสตร์ด้าน digital transformation บริษัท SAP (Thailand) จำกัด มาร่วมเป็นวิทยากรและร่วมการเสวนาด้วย<br />
      ในโอกาสนี้ นายรัชดา จิวาลัย รองอธิบดีกรมยุโรป ในฐานะผู้แทนเอกอัครราชทูต ณ กรุงเบอร์ลิน ได้กล่าวว่า เศรษฐกิจดิจิทัลและอุตสาหกรรม 4.0 เป็นเครื่องมือสำคัญในการพัฒนาเศรษฐกิจไทยตามแนวคิด Thailand 4.0 โดยนอกจากจะช่วยยกระดับขีดความสามารถในการแข่งขันแก่ผู้ประกอบการไทยในทุกขนาดแล้ว ยังสามารถที่จะกระจายโอกาสและรายได้ไปสู่กลุ่มประชาชนที่มีรายได้น้อยและวิสาหกิจชุมชนในชนบทไดhด้วยการใช้ เทคโนโลยีดิจิทัลเพื่อยกระดับการให้บริการสาธารณสุข (telemedicine) การให้การศึกษาทางไกล การให้บริการภาครัฐออนไลน์ (e-government) การพัฒนา e-commerce เชิ่มโยงพื้นที่ห่างไกลเข้ากับตลาด การส่งเสริม digital and smart farming เพื่อเพิ่มประสิทธิภาพการทำการเกษตร เป็นต้น ในขณะที่ไทยและเยอรมนีต่างก็เผชิญความท้าทายร่วมกันในโลกยุคดิจิทัล และผู้ประกอบการทั้งสองฝ่ายต่างมีความเข้มแข็งและความพร้อมที่จะร่วมมือกันได้ โดยเฉพาะระหว่างผู้ประกอบการไทยในระดับต่าง ๆ กับ tech start-up เยอรมัน ที่มีผลิตภัณฑ์ดิจิทัลที่น่าสนใจ ด้วยเหตุนี้ เศรษฐกิจดิจิทัลและอุตสาหกรรม 4.0 เป็นประเด็นความร่วมมือระหว่างไทยกับเยอรมนีที่สถานเอกอัครราชทูตฯ มุ่งหวังที่จะพัฒนาให้ก้าวหน้าต่อไปในอนาคต ซึ่งแนวคิดดังกล่าวสอดคล้องกับคำกล่าวของนาย Peter Prügel เอกอัครราชทูตสหพันธ์สาธารณรัฐเยอรมนีประจำประเทศไทย ที่ย้ำว่า เศรษฐกิจดิจิทัลและอุตสาหกรรม 4.0 จะเป็นประเด็นความร่วมมือทางเศรษฐกิจใหม่อีกประเด็นหนึ่งที่ฝ่ายเยอรมันพร้อมให้การสนับสนุน โดยเฉพาะอย่างยิ่งในด้านการแลกเปลี่ยนประสบการณ์และการสร้างเครือข่ายทางธุรกิจระหว่างผู้ประกอบการของทั้งสองฝ่าย<br />
