  ท่ามกลางวิกฤติการณ์ขาดแคลนพลังงานในหลายพื้นที่ของอาเซียน ทั้งในเมียนมา กัมพูชา และ สปป. ลาว เนื่องจากน้ำมันเชื้อเพลิงมีราคาสูงขึ้นทั่วโลก สปป. ลาว จึงได้ตั้งเป้าหมายในการส่งเสริมการใช้พลังงานสะอาดในการคมนาคม และขนส่ง เช่น การนำใช้รถไฟฟ้า (Electric Vehicle: EV) ให้มากขึ้นเพื่อ<br />
  ลดการนำเข้าน้ำมันเชื้อเพลิง อีกทั้งยังเป็นการผลักดันการนำใช้ทรัพยากรที่มีภายในประเทศให้เกิดประโยชน์ และมุ่งเน้นการส่งออกเพื่อให้สามารถแก้ไขปัญหาเศรษฐกิจของประเทศที่กำลังเผชิญกับสถานการณ์เงินเฟ้อ<br />
  สปป. ลาว  เป็นประเทศที่มีจุดเด่นด้านลักษณะภูมิศาสตร์และมีแม่น้ำหลายสายไหลผ่านทั้งประเทศ<br />
  มีความเหมาะสมและเอื้ออำนวยต่อการก่อสร้างโครงการเกี่ยวกับการให้กำเนิดพลังงาน โดยเฉพาะการก่อสร้างเขื่อนไฟฟ้าพลังน้ำ โดยการศึกษาพื้นที่ทั่วประเทศ พบว่ามีพื้นที่ที่สามารถสร้างเขื่อนผลิตไฟฟ้าพลังน้ำทั้งขนาดใหญ่ และขนาดเล็กได้มากกว่า 140 แห่ง<br />
  ปัจจุบัน สปป. ลาว มีแหล่งผลิตไฟฟ้าที่สามารถผลิตไฟฟ้าแล้ว 90 แห่ง โดยแบ่งออกเป็น ไฟฟ้าพลังงานน้ำที่มีกำลังการผลิตติดตั้ง 1 เมกะวัตต์ขึ้นไป จำนวน 77 แห่ง คิดเป็นสัดส่วนร้อยละ 81 ของพลังงานที่ผลิตทั้งหมด ไฟฟ้าพลังงานแสงอาทิตย์จำนวน 8 แห่ง ไฟฟ้าพลังงานชีวมวลจำนวน 4 แห่ง และไฟฟ้าพลังงานความร้อนถ่านหินจำนวน 1 แห่ง รวมกำลังการผลิตติดตั้งทั้งหมดกว่า 10,956 เมกะวัตต์ โดยร้อยละ 72 ที่พลังงานไฟฟ้าที่ผลิตได้ส่งออกจำหน่ายไปต่างประเทศ อาทิ ไทย เวียดนาม กัมพูชา สิงคโปร์ และเมียนมา<br />
  ที่ผ่านมา สปป.ลาว ให้ความสำคัญกับการร่วมมือด้านพลังงานกับประเทศเพื่อนบ้านโดยเฉพาะไทย <br />
  ซึ่งได้ลงนาม MOU ขยายกรอบความร่วมมือด้านพลังงานจาก 9,000 เมกะวัตต์ เป็น 10,500 เมกะวัตต์ ซึ่งช่วยในการขยายการผลิต และตอบสนองนโยบายด้านความมั่นคงทางพลังงานของไทย ที่ต้องการพลังงานสะอาดเพิ่มมากขึ้นในอนาคต <br />
  สิงคโปร์ได้ลงนามขอซื้อไฟฟ้าเพิ่มจาก สปป.ลาว โดยจะจัดส่งกระแสไฟฟ้าผ่านระบบสายส่งข้ามประเทศ เบื้องต้นรัฐบาล สปป. ลาวจะส่งไฟฟ้าจำนวน 100 เมกะวัตต์ไปยังสิงคโปร์ เนื่องจากเมื่อปี 2557 สปป. ลาว ไทย มาเลเซียและสิงคโปร์ ได้ร่วมกันจัดตั้ง “โครงการร่วมส่งพลังงาน สปป.ลาว ไทย มาเลเซีย สิงคโปร์” หรือ Lao PDR, Thailand, Malaysia and Singapore Power Integration Project: LTMS-PIP ขึ้น โดยอยู่ภายใต้ยุทธศาสตร์ประชาคมเศรษฐกิจอาเซียน หรือ AEC และโครงการส่งกระแสไฟฟ้าแห่งอาเซียน หรือ ASEAN Power Grid ที่มีเป้าหมายเพื่อกระจายแหล่งพลังงานไฟฟ้าให้ทั่วถึงภายในอาเซียน โดย สปป.ลาว สามารถผลิตกระแสไฟฟ้าพลังน้ำได้จำนวนมากและประสงค์จะจำหน่ายไฟฟ้าเหล่านี้ให้ประเทศเพื่อนบ้าน โดยประกาศตัวเป็นแบตเตอรี่แห่งเอเชียและความร่วมมือของ 4 ประเทศนี้จะทำให้อาเซียนตอนบนมีโครงข่ายไฟฟ้าที่เข้มแข็ง <br />
  เมื่อเดือน ก.ย. 2559  สปป. ลาว ไทย และมาเลเซีย ได้ลงนามจำหน่ายไฟฟ้าร่วมกัน ซึ่งเป็นความร่วมมือระหว่าง รัฐวิสาหกิจไฟฟ้าลาว (Electricite du Laos: EDL) การไฟฟ้าแห่งประเทศไทย และบริษัท Tanaka Electric National มาเลเซีย นอกจากนี้ สปป. ลาวยังร่วมมือกับจีน ในรูปแบบการแลกเปลี่ยนพลังงานไฟฟ้าแบบระบบสู่ระบบ (Grid to Grid) โดยบริษัท China Southern Power Grid หรือ CSG และ EDL ลงนามข้อตกลงการค้าไฟฟ้า 115 กิโลโวลต์เมื่อเดือน มี.ค. 2565 เพื่อใช้ไฟฟ้าพลังงานน้ำส่วนเกินใน สปป. ลาวช่วงฤดูฝน  <br />
